Seoul workshop advanced Cardano’s post-Chang constitution process

A Cardano constitutional workshop convened in Seoul on September 7, 2024, bringing a local community into the process of drafting rules for the blockchain’s emerging governance system. The workshop occurred six days after Cardano’s Chang #1 upgrade activated the first phase of governance defined by Cardano Improvement Proposal 1694.

The surviving event page is marked as a past event and lists 30 attendees. It identifies OH and Intersect as hosts and places the meeting at Forest GuGu in Seoul’s Jongno District. A separate event archive records the scheduled window as noon to 8 p.m. Korea Standard Time on September 7.

This was not a hard fork, binding protocol vote or adoption of a final constitution. It was an off-chain consultation intended to influence a document that would subsequently require further deliberation and an on-chain governance process.

From technical activation to constitutional design

Chang #1 took effect on September 1, 2024, at the transition into Cardano’s Conway era. During the resulting bootstrap phase, ada holders could register as delegated representatives, delegate voting power and submit certain governance actions. The available action types remained limited, however, and an Interim Constitutional Committee retained an important approval role.

That temporary arrangement made the constitutional workshops consequential. Protocol software could define how votes were submitted and counted, but it could not by itself settle questions about institutional responsibilities, checks and balances, disclosure or acceptable use of Cardano’s treasury. The consultation process addressed the human rules surrounding the newly activated machinery.

A Korean-language Cardano Forum announcement dated August 25 said the Seoul workshop had already reached capacity and directed interested community members to a waiting list. The event agenda centered on voting rights and separation of powers. It divided the discussion into four focal topics and concluded with a delegate election, reflection and closing session.

The event record does not preserve complete minutes, vote totals or every recommendation made in the room. It therefore establishes participation and process more strongly than it establishes the substance of the attendees’ conclusions.

One workshop in a distributed drafting process

Intersect’s later governance archive describes the 2024 consultation as a series of 63 workshops examining 15 open questions. Each workshop was expected to select a delegate and alternate for the subsequent constitutional convention. That structure gave geographically dispersed communities a formal route into the drafting process, although attendance at one workshop was not equivalent to representation of every Cardano user in its region.

The Seoul meeting mattered within that structure because protocol governance was moving beyond development organizations and stake-pool operators toward a system involving delegated representatives and constitutional review. A local workshop could not change the ledger, but its selected representatives could carry the group’s deliberations into the convention stage.

The records also reveal important limits. The Luma attendance count is a platform registration or attendance field, not an independently audited census. The surviving sources do not disclose how participants were recruited, how many held ada, how the delegate election was conducted or whether all viewpoints received equal consideration. Coinburn therefore does not treat the gathering as a statistically representative survey of Korean users.

Later context

Official convention materials later identified Jae Hyun An as Seoul’s delegate and Bong Kyun Seo as its alternate. Intersect’s retrospective account says delegates from the global workshops subsequently debated and finalized a proposed constitutional text for an on-chain vote.

Those later records clarify the route taken by the Seoul workshop’s representation; they do not retroactively turn the September 7 discussion into a binding decision. The defensible event-day conclusion is narrower: Cardano’s new governance architecture had entered an organized consultation phase, and the Seoul community participated through a documented workshop with a delegate-selection process.
