China’s Blockchain-based Service Network, or BSN, entered commercial use on April 25, 2020, after an internal testing period that began in October 2019. The launch moved a state-organized blockchain infrastructure project from trial operation into a service intended for businesses, developers and public-sector applications.

The launch conference in Beijing was hosted by China’s State Information Center and co-organized by China Mobile, China UnionPay and the BSN Development Alliance. People’s Daily identified Beijing Red Date Technology as another organization that initiated and built the network.

The development mattered because BSN attempted to standardize access to blockchain infrastructure across cloud providers, geographic regions and enterprise-ledger frameworks. It was not the launch of a cryptocurrency, a public token sale or China’s proposed digital currency. Its immediate significance lay in institutional coordination and computing infrastructure rather than a new tradeable asset.

A shared environment, not one blockchain

BSN’s technical white paper, revision 1.0.0 dated April 25, described a common operating environment combining cloud resources, underlying ledger frameworks, key management, software-development kits and gateway interfaces. Developers could deploy separate application chains while using standardized services supplied through BSN’s public city nodes.

That distinction is important. BSN was not presented as a single ledger on which every participant stored all data. It was an infrastructure layer intended to support multiple application chains and heterogeneous technical frameworks. Within China, the launch materials emphasized permissioned, consortium-ledger architecture suited to identifiable organizations and controlled participation.

The structure placed BSN closer to a coordinated blockchain-as-a-service network than to Bitcoin or another open cryptocurrency system. Its organizers said the design would reduce the cost of development, deployment, operation, maintenance, interoperability and supervision. Those were project objectives and commercial claims, not independently demonstrated savings on April 25.

The reported launch footprint

At the conference, State Information Center official Shan Zhiguang said BSN had established 128 public city nodes, including eight overseas nodes. The official account named China Mobile, China Telecom, China Unicom, Baidu Cloud, Google Cloud and Microsoft Cloud among the cloud providers incorporated into the infrastructure.

These counts describe the network footprint reported by its organizers at the launch conference. The surviving records do not provide an independently audited node inventory, a standardized measure of production traffic or evidence that every listed node was carrying commercial workloads on April 25.

State Information Center President Liu Yunan said the testing period had produced applications involving charity, material traceability, electronic invoices, copyright protection and supply-chain management. These were contemporaneous institutional claims about projects developed or supported during testing; the launch record does not quantify active users, transaction volume or operating performance for those applications.

The organizers also released the technical white paper and opened an overseas public test of BSN’s international service. Commercial use inside China and the overseas test therefore had different statuses on April 25. The evidence does not support treating the international service as a completed global commercial rollout on that date.

Why the institutional model mattered

BSN brought together a government information institution, a national telecommunications operator, a major payment-network company and a private technology architect. That combination offered access to policy coordination, cloud and communications infrastructure, payment-sector expertise and software development.

It also marked a model very different from permissionless networks, where participation and protocol changes are not administered by one national consortium. BSN’s organizers promoted openness across providers and frameworks, but participation within its domestic application environment remained compatible with identity controls, enterprise governance and regulatory supervision.

The April 25 launch did not establish that BSN would achieve widespread adoption, make competing cloud services interoperable in practice or become a global standard. It established the narrower development that China’s coordinated blockchain-service infrastructure had moved into commercial operation, with a substantial organizer-reported node footprint and an international service still undergoing public testing.
