That distinction was essential on March 22. The verified development was the receipt and disclosure of a preliminary staff notice—not proof that Coinbase, its staking service or any listed asset violated securities law. Reuters also noted contemporaneously that Wells notices do not always produce charges and do not themselves establish a violation.

Coinbase said its products would continue operating without changes. In a company statement published on March 22, Chief Legal Officer Paul Grewal characterized the investigation as cursory and said the notice addressed an unspecified portion of Coinbase’s listed assets. Coinbase also asserted that its assets and services were lawful and that it was prepared to test the dispute through legal process if necessary.

That measurement covered the after-hours session rather than an official Nasdaq closing auction, and the report did not provide a complete trade-by-trade dataset. The timing showed an immediate adverse market reaction but could not, by itself, isolate the notice from every other influence on the share price.
