Singapore police said on September 17, 2022 that Terraform Labs co-founder Do Kwon was not in the city-state, introducing a critical uncertainty into South Korea’s effort to pursue the cryptocurrency executive after the collapse of TerraUSD and LUNA.

The statement mattered because South Korean prosecutors had said on September 14 that arrest warrants were issued for Kwon and five other people believed to be in Singapore. Singapore’s response three days later removed the only publicly identified location from that account. Police did not disclose where Kwon had gone or when he had left.

Later on September 17, Kwon wrote on Twitter that he was not on the run, said he was cooperating with government agencies that had sought to communicate and asserted that he had nothing to hide. He did not provide his location. His posts were a contemporaneous claim by the subject of the warrant, not confirmation from investigators or a court.

What the police statement established

The Singapore Police Force told Reuters that Kwon was not currently in Singapore. It also said it would assist the Korean National Police Agency within Singapore’s domestic legislation and international obligations. That language indicated a willingness to cooperate, but it did not announce an arrest, extradition proceeding or independent Singaporean charge.

Contemporaneous Bloomberg reporting carried by Fortune said Kwon and five others faced arrest in South Korea over alleged violations of capital-markets law. The warrants represented an investigative and judicial step, not a finding of guilt. The surviving public record available for this reconstruction does not include the complete September 14 warrant or the evidence submitted to obtain it.

The September 17 development therefore narrowed what could responsibly be said. A South Korean court had authorized arrests; Singapore police said Kwon was outside the jurisdiction where prosecutors had placed him; and Kwon disputed any suggestion that he was evading authorities. His actual location and the extent of any cooperation remained unverified.

Why Terra made the location consequential

Kwon was closely identified with TerraUSD, usually called UST, and its associated LUNA token. UST was intended to track one U.S. dollar through an algorithmic relationship with LUNA rather than through a conventional reserve consisting solely of dollars or equivalent assets. That mechanism broke down in May 2022 as UST lost its peg and both assets collapsed.

Terraform’s own migration documentation shows the scale of the resulting protocol reorganization. The original network continued under the name Terra Classic, with LUNA renamed Luna Classic and UST renamed TerraClassicUSD. A replacement Terra chain launched without the original network’s stablecoins. Those official records establish the chain split and revised architecture; they do not resolve the allegations against Kwon or prove criminal conduct.

The police statement was consequently more than a dispute about one executive’s travel. Terra’s products, entities, developers and holders crossed national borders, while criminal procedure remained jurisdiction-specific. Locating a person subject to a domestic warrant required cooperation among courts, police and governments rather than action by a blockchain network itself.

The limits of the September 17 record

No defensible market-reaction claim can be isolated from the available evidence. Cryptocurrency prices during that period were also responding to Ethereum’s September 15 Merge, tightening monetary policy and a broad decline in risk assets. This reconstruction therefore assigns no token move or market loss specifically to the Singapore announcement.

As of September 17, the verified conclusion was limited but consequential: Singapore police said Kwon was not in the country, offered cooperation to South Korea and left his whereabouts publicly unresolved. Kwon denied being on the run, but his statement did not independently establish his location or settle the allegations underlying the South Korean warrants.
