Telegram publicly defended founder and chief executive Pavel Durov on August 25, 2024, after reports that French authorities had detained him at Paris–Le Bourget Airport on August 24. The company said it complied with European Union law, described its moderation as consistent with industry standards and rejected the proposition that a platform or its owner should automatically be responsible for users’ misconduct.

The statement was Telegram’s first attributable response to an arrest that immediately became a test of platform accountability, law-enforcement access and executive exposure. It also mattered to cryptocurrency markets: Toncoin, the native asset of The Open Network, suffered a markedly larger weekly loss than the broader large-cap market as traders priced uncertainty around an ecosystem closely integrated with Telegram.

Reuters reported on August 25 that three sources had confirmed Durov’s arrest shortly after his private aircraft arrived from Azerbaijan. French authorities had not yet released an official public account of the investigation, and Telegram’s statement did not identify the warrant, investigating offices or suspected offenses.

That information gap is essential to the chronology. Claims circulating during August 25 about specific charges, maximum sentences or Durov’s eventual legal status were not established by an official French record available that day. An arrest and police custody were not findings of guilt, and the investigation’s scope could not properly be described as charges or convictions.

Telegram said Durov had nothing to hide, traveled frequently in Europe and awaited a prompt resolution. Those were contemporaneous company claims, not independently established conclusions about the investigation or Telegram’s moderation practices.

Toncoin absorbs the shock

CoinMarketCap’s historical snapshot dated August 25 recorded Toncoin at $5.7862, with a market capitalization of $14.67 billion and reported 24-hour trading volume of $1.81 billion. Its snapshot showed TON down 2.18% over 24 hours and 16.25% over seven days, ranking ninth by market capitalization.

A separate CoinDesk report published early on August 25 placed TON above $5.75 and down 14.5% at its measurement point, while the CoinDesk 20 index was up 0.79%. The differing percentages are not contradictory: CoinDesk reported a contemporaneous point-in-time move, whereas CoinMarketCap preserved a dated snapshot with one-hour, 24-hour and seven-day comparison windows.

Neither dataset represents an official closing auction. Crypto trades continuously across venues, and prices depend on exchange coverage, pair selection, weighting and the provider’s cutoff. The contrast with the broad CoinDesk index nevertheless supports a limited interpretation: the selloff was concentrated around TON rather than part of an equivalent decline across major digital assets. It does not, by itself, prove that every trade was caused by the arrest.

Telegram and TON were connected, but not identical

Telegram originated the TON project, but stopped actively developing it in 2020. An open-source community continued the network, later operating through the TON Foundation. By August 2024, TON remained institutionally distinct from Telegram even as integrations, mini-apps and access to Telegram’s enormous user base made the relationship central to the network’s commercial narrative.

That distinction explains both the market reaction and its limitation. Durov’s detention did not establish that TON’s blockchain had failed, that validators had stopped producing blocks or that Toncoin holders had a legal claim against Telegram. It did expose a concentration of narrative and distribution risk: an independent network could still be repriced when uncertainty surrounded the executive and platform most closely associated with its adoption strategy.

Later clarification

On August 26, the Paris Public Prosecutor’s Office confirmed that Durov had been arrested at 8 p.m. on August 24 in connection with a judicial investigation opened on July 8 against an unnamed person. That later primary record clarified the arrest and investigation’s scope; it should not be projected backward as information fully available on August 25. The allegations remained allegations, and the August 25 record supported no conclusion about guilt or final legal outcome.
