French authorities permitted Telegram founder and chief executive Pavel Durov to leave France temporarily on March 15, 2025, loosening judicial-control conditions imposed during an investigation into alleged criminal activity conducted through the messaging platform.

Reuters, reporting information first published by AFP, said an investigating judge authorized Durov to leave for several weeks and that he departed for Dubai on the morning of March 15. The authorization changed his travel restrictions; it did not terminate the investigation, dismiss allegations or establish any finding about Telegram’s conduct.

The development quickly became a cryptocurrency-market event because of Telegram’s close economic relationship with The Open Network and its native asset, Toncoin, commonly identified by the ticker TON.

TON responded to the legal news

At 12:45 p.m. Eastern time on March 15, CoinDesk reported that TON was trading above $3.45, more than 20% higher over the preceding 24 hours. The publication placed its market capitalization at approximately $8.14 billion at that snapshot.

Those figures are a contemporaneous market report, not a universal daily close. Cryptoassets trade continuously across multiple venues, and the CoinDesk article did not identify the exchanges, benchmark construction, observation timestamp underlying the quoted price or circulating-supply methodology. The percentage therefore describes CoinDesk’s reported 24-hour window rather than a calculation independently reproduced for this reconstruction. Market capitalization also represents price multiplied by estimated circulating supply; it does not measure money entering the asset.

The timing supports the interpretation that traders treated the judicial decision as favorable for the Telegram-linked ecosystem. It does not prove that the decision caused the entire move. Why Durov’s status mattered to TON

Telegram had integrated TON into several products by March 2025. Durov had described collectible Telegram gifts being minted on the TON blockchain, while wallet functions and other services gave the network distribution through the messaging application. Formal investigation under French procedure did not establish guilt.
